"China's continued occupation of Tibet and its accelerated policy of increasing Chinese migration to and settlement in Tibet is a matter of major concern to those freedom loving people of the world.

"The blatant and divisive interference by the Chinese authorities in the recognition of the Panchen Lama is deplorable. This action reveals the determination of Beijing to assert its bankrupt policies and illegal occupation. A matter to be denounced unreservedly.

"His Holiness The Dalai Lama can only be commended and encouraged for his efforts and dignified stand on behalf of his people. His willingness to engage in dialogue for the solution of this difficult problem is clearly a sign of graciousness on his part. He deserves not only the understanding of the international community, but tangible support in the face of Chinese diplomatic onslaught asserting its policies and wishes in the face of international opposition."
